The animal was rescued from a premises in Susur 4, Jalan Tun Razak, here, in an operation by Kuala Lumpur and Johor Wildlife and National Parks Department enforcement officers.
The afternoon raid took place following a public tip-off and week-long surveillance by the enforcement team.
Johor Wildlife and National Parks Department director Hasnan Yusop said they found the bear inside the premises with five men.
He said the men would be charged under The Wildlife Act 2010 for illegally keeping and withholding wild animals without a permit from the department.
“If they are found guilty, the offenders can be slapped with a fine of up to RM100,000 or three-year imprisonment or both,” he said.
He urged those with information on people who were keeping wildlife without a permit to alert the authorities.
“The information will help these wildlife to live longer and save endangered species from extinction,” he said.
