He said he could not risk further investment in the project despite an initial partial waiver of $155,133.

Last month the ACT government announced significant changes to late fees, designed to discourage land-banking in Canberra, as part of a stimulus package for the territory.

As a result, all fees accrued under the previous scheme from July 1, 2012 would be waived.

Mr King’s situation was reassessed.

Treasurer Andrew Barr informed Mr King of a second waiver of $123,550, bringing the total to $278,683.

Mr King said he was pleased with the review and committed to building the aquatic centre in Calwell.

“I think it is a great step in the right direction but the best step would be the compete removal of it or to redefine what generally is considered land-banking,” he said.

“I understand the reason for it but I don’t think it includes families and small business with genuine reasons.

My intent [to complete the pool] has always been there.”

Mr King said he was working with ACTPLA to complete relevant documentation as quickly as possible and hoped to see construction start in four to six weeks.

“Everything has been done to fast-track that. With a little luck it will be completed by end of this year . . . if not earlier,” he said.

Mr King said the 20-metre-long pool, located on Webber Crescent in Calwell, would primarily focus on teaching children how to swim.

Other services would include aquatic exercise for adults, hydrotherapy, discounted school programs and school holiday programs.

The centre is expected to hire about 70 staff.

Besides boosting employment opportunities in Tuggeranong, Mr King expected the centre to have a positive impact on the nearby Calwell shops.

“Mum and Dad can use it as an opportunity to duck over to the shops or grab a coffee or swing by the bank while their kids are in the centre’s care,” he said.

Tuggeranong Community Council president Eric Traise said he was pleased to see the community facility go ahead.

“When I first heard about this project I always thought it ticked all the boxes – it’s a facility we need in the area, it will contribute positively to physical fitness and it will create temporary jobs while it’s under construction and permanent jobs once completed,” he said.

Mr Traise said future residents of an aged care facility slated for Were Street in Calwell would have close access to water therapy services.
